廣東省教育裝備中心教育采購管理辦公室（以下簡(jiǎn)稱采購人），對(duì)版權(quán)外刊采購項(xiàng)目進(jìn)行單一來源采購，現(xiàn)進(jìn)行單一來源采購公示(公示時(shí)間2010年10月9日至2010年10月14日)，并邀請(qǐng)其他能夠提供滿足本項(xiàng)目采購需求并符合資格條件的供應(yīng)商進(jìn)行登記，報(bào)名登記截至日期為2010年10月14日下午五點(diǎn)。
一、根據(jù)《根據(jù)中華人民共和國政府采購法》第三十一條的規(guī)定，采用單一來源方式采購，須符合下列情形之一：
（一）只能從唯一供應(yīng)商處采購的；
（二）發(fā)生了不可預(yù)見的緊急情況不能從其他供應(yīng)商處采購的；
（三）必須保證原有采購項(xiàng)目一致性或者服務(wù)配套的要求，需要繼續(xù)從原供應(yīng)商處添購，且添購資金總額不超過原合同采購金額百分之十的。
（四）法律法規(guī)規(guī)定的其他情形。
本項(xiàng)目版權(quán)外刊只能從唯一的產(chǎn)權(quán)所有人獲取，屬于上述規(guī)定的第1種情形，根據(jù)相關(guān)法律法規(guī)要求，進(jìn)行單一來源采購公示。
